Podgorica is the Montenegrin capital and the production scene is small, most international work that touches Montenegro is actually shooting at the coastal towns of Kotor or Budva, not in Podgorica itself which is a relatively unremarkable inland administrative city.
Montenegrin and Serbian are working languages with reasonable English in business.
Crew pool is small locally with reach into Belgrade 6 hours by road or 1 hour by air.
Climate is continental with hot summers and cool winters, the coast 90 minutes south is mild Mediterranean.
For most international briefs my advice is to base in Podgorica only for proximity to interior locations, otherwise the coast is the visual reason.
Hotel options near the centre handle visiting corporate clients well but most clients base coastal.
Time zone is central European.
