Dili for Corporate Video: A Small Developing Market
Dili is the capital of Timor-Leste, one of the world's youngest sovereign nations (independence in 2002 following a long period under Indonesian rule and a transitional UN administration). Corporate production in Dili is genuinely uncommon. The local economy is small and largely centered on petroleum revenues from the Timor Sea, agriculture, and the substantial international NGO and development sector that continues to operate here. For most international corporate clients, Dili is not a typical production destination. The work we have seen in Dili is mostly NGO-adjacent corporate communications, energy industry coverage tied to Bayu-Undan and Greater Sunrise petroleum operations, and development sector documentation.
What Corporate Work Is Possible
Petroleum and energy industry corporate work tied to ConocoPhillips legacy operations and the Greater Sunrise project. NGO and development sector communications (UN agencies, World Bank, Asian Development Bank, and bilateral donors all maintain Dili operations). Tourism and hospitality is small but growing. Government corporate communications work is occasional.
Access and Crew Reality
The local production crew base is minimal. Most international productions bring crew from Bali (about 90 minutes by air) or Darwin, Australia (about an hour by air). Equipment rental is very limited locally. Internet connectivity is improving but not reliable enough for high-bandwidth live streaming without backup.
Climate
Tropical. Wet season November through April with heavy rains. Dry season May through October offers the most reliable shooting weather.
Production Logistics in Dili
Reference for projects in Timor-Leste.
Time Zone
Timor-Leste Time (TLT, UTC+9). No daylight saving.
Language
Tetum and Portuguese are the official languages. Indonesian and English are widely encountered in business contexts. Older Timorese often speak Portuguese; younger generations are more comfortable in Tetum and English.
Currency
United States Dollar (USD) was officially adopted following independence. Centavo coins are used locally for small change. Most international B2B production work is invoiced in USD.
Electrical Standards, Frame Rate
220V at 50Hz. Plug types C, E, F, and I are encountered. Default 25fps PAL or 23.976fps for commercial work.
Airport
Presidente Nicolau Lobato International Airport (DIL) handles direct flights to Bali (Denpasar), Darwin, and a few other regional destinations. International long-haul typically connects through Bali or Singapore. About 10 minutes from central Dili.
Visa and Permits
Visa on arrival is available for most nationalities. Filming permits coordinated through the Ministry of Tourism, Commerce and Industry are required. Lead times of 2 to 4 weeks are typical.
Equipment Import
Customs procedures are improving but allow extra time. ATA Carnets are not always recognized; pre-arrangement with a local fixer is recommended.
